Exim and backup relays

I added domains to local_rcpt_callout though they don't seem to be
honoured, despite a restart. I tried sending a file using telnet from a
remote system to one of my backup MX and typed a nonsense email
recipient but it still accepted delivery and didn't perform a callout.
nothing in /var/log/mainlog of use either.  Arghh! Will play some more
tomorrow. :-)
