set-up difficulties

Thanks, everyone. I've been told today that the restrictions will vanish
when the appropriate pieces of paperwork arrive. So cross fingers. In the
meanwhile I can't update my system (or access any of the university's
public websites), but I suppose many people go for weeks at a time without
updating their systems, and survive... :-)

I'll try and make it out on the 14th and 20th.
